The Ministry of Digital Transformation (MDT), with financial support from the European Union, is implementing the project entitled:

“EU Digital and Media Acquis Harmonisation and Digital Transformation Skills Development.”

The main objective of the project is to support institutions in creating a digital and media environment that protects human rights, encourages creativity, supports innovation, and strengthens democracy for future generations.

The project started in November 2025 and will be implemented until July 2027.

The project is under direct management of the European Union Delegation, for MDT as a direct beneficiary, and is implemented by a consortium led by STANTEC, Belgium, which includes three organisations from North Macedonia:

– South-East Europe Expertise (S3E), Skopje,
– Macedonian Institute for Media (MIM), Skopje and
– Faculty of Computer Science and Engineering (FINKI) under the Ss. Cyril and Methodius University in Skopje

Objectives


To align with the EU Digital Agenda, the project is divided into three main components

Harmonisation of the national legislation with the EU acquis in the field of ICT 

The project is supporting the transposition of nine (9) acts from the Digital Agenda of the European Union distributed in four (4) areas:

Market
– Digital Services Act (Digital Services Act)
– Digital Markets Act (Digital Markets Act)

Open data and Free Flow of Data
– Regulation on the free flow of non-personal data (Regulation on the free flow of non-personal data)
– Data Governance Act (Data Governance Act)

ICT and Artificial Intelligence
– Interoperable Europe Act (Interoperable Europe Act)
– Directive (EU) 2019/770 on certain aspects concerning contracts for the supply of digital content and digital services (Directive (EU) 2019/770)
– Artificial Intelligence Act (Artificial Intelligence Act)

Cyber ​​security
– Cyber ​​Security Act (EU Cybersecurity Act)
– Cyber ​​Resilience Act (Cyber Resilience Act)

Continuation of the reforms in the media sector

The project is supporting the following:

– Preparation of a Strategy for development of media sector and Action Plan

– Harmonisation of national legislation with the European Media Freedom Act and media standards (European Media Freedom Act)

The process is led by the Ministry of Digital Transformation, in partnership with the Macedonian Institute for Media, as part of the consortium responsible for implementing the overall project.

Strengthening the capacities of the Ministry of Digital Transformation for steering the digital transformation

The Project will support the MDT to:

− Prepare a roadmap for digitalization of public institutions,

− Support for strengthening the capacities of the Ministry of digital transformation and relevant state administrative bodies by implementing a training programme

− Develop a platform for e-learning, with focus on development of digital skills of public servants and citizens.

This component is implemented in cooperation with the Faculty of Information Sciences and Computer Engineering (FINKI), as part of the consortium responsible for the overall implementation of the project.

First Meeting of the Task Force on the Transposition of Cybersecurity Acts

On 2 February 2026, the first meeting of the Task Force for the transposition of legal acts in the field of cybersecurity was held, with the participation of the Ministry of Interior, the Ministry of Defence, the Ministry of Digital Transformation, and the Crisis Management Centre of the Republic of North Macedonia.

Gap analyses and Regulatory Impact Assessments of the European Union’s Cybersecurity Act and Cyber Resilience Act on the national framework are currently underway.
